I am looking for advice for an easy set up, easy to learn/use, not expensive mapping program. I would like there to be some way to get support, a forum or help desk - somewhere where I can ask occasional questions. The first thing I want to do is load old map images and aerial photos and georeference them, then digitize lines, label things, and make some pretty maps for a genealogy book.

I don't know if it would do everything that you want, but have you looked at QGIS? It's free and a well known GIS.

QGIS is one of the largest free & open source GIS software programs that is currently being used. I have played around with it, but I am definitely not an expert.
